Colorado permits adult use at 21 and older within state limits. Denver applies the same public consumption prohibition as state law and adds city enforcement; possession and purchase limits are set at the state level.

Adult use and possession
Adults 21 and older may possess up to 2 ounces of cannabis in Colorado. The amount you may buy from a licensed retailer at one time is up to 1 ounce. These are separate rules: the possession limit covers what you may carry, while the purchase limit governs a single retail transaction. Colorado's medical program has different rules and is separate from adult use.

Identification and licensed retail
Adult-use customers must show valid government-issued photo ID proving age 21 or older. No Colorado residency is required. A business must hold both a state license from the Marijuana Enforcement Division and a local license from the jurisdiction where it operates; in Denver, that local license comes from Excise and Licenses. Neither license alone is complete authorization to sell.

Public consumption
Colorado law prohibits using cannabis in any public place, including sidewalks, parks, ski resorts, concert venues, restaurants, bars, and federal land such as national parks and national forests. Denver independently prohibits consuming marijuana openly and publicly within the city. The exception is a licensed marijuana hospitality establishment holding both state and city authorization. Liquor-licensed premises cannot allow cannabis consumption.

Driving
Driving under the influence of cannabis is illegal under Colorado's DUI and DWAI laws. When a blood test shows 5 or more nanograms per milliliter of active delta-9 THC, a court can legally presume impairment. Do not drive after using cannabis, and do not use cannabis in a vehicle. Neither drivers nor passengers may open a cannabis package or consume cannabis in a vehicle, even when the vehicle is not moving.

Federal land, airports, and state lines
Colorado's adult-use rules do not extend to federal property. Cannabis is specifically prohibited at Denver International Airport; Colorado CDPHE guidance states that you cannot bring cannabis to DIA or any other airport. Taking cannabis across Colorado's state lines is illegal under federal law regardless of the destination state's rules.
