Adults 21 and older may possess cannabis within Oregon’s limits. Public use and impaired driving remain illegal; purchase limits are not identical to possession limits.

Possession: flower and other product categories
For adult personal possession, the Oregon statute distinguishes usable cannabis, solid products/concentrates, liquids and extracts. Do not combine the categories into a single ‘one ounce’ rule.
- Usable cannabis: up to 2 ounces in a public place; up to 8 ounces at home.
- Solid cannabinoid products or cannabinoid concentrates: up to 16 ounces.
- Liquid cannabinoid products: up to 72 ounces.
- Cannabinoid extracts: up to 1 ounce, purchased from a licensed marijuana retailer.

Purchase limits are a different check
OAR 845-025-2800 limits adult-use retail sales at one time or within one day: 2 ounces usable cannabis, 16 ounces solid products, 72 fluid ounces liquid products, 10 grams extracts or concentrates, and 10 grams products intended for inhalation. Check the category with the retailer; possession allowances do not authorize a larger daily purchase.

Where to buy
Use an OLCC-licensed retailer and bring valid, unexpired government photo ID. Portland has a separate local cannabis licensing and compliance program; it does not replace the state’s consumer rules. Verify the address and current license before a visit.

Public places and driving
ORS 475C.377 prohibits use of marijuana items in public places. Oregon Health Authority also warns that impaired driving is illegal. Legal possession on a walk is not permission to consume in a park or on the street.

Keep travel within the rules
OLCC says taking cannabis across state lines is a federal offense. Plan for your stay rather than a purchase to carry to another state. The separate visitor and consumption guides explain practical questions to settle before shopping.
